That section of the documentation is for Database Connectors, which allows you to access your database tables as if they were COBOL data files. It has nothing to do with embedded SQL which you are trying to use.
Did you check the ODBC trace that was generated for your test connect?
It seems to me that the driver itself is working but the connection string is not what it is expecting.
Are you certain that your project type is set to x86 on the COBOL tab?
