The UniVerse login policy on Windows is held in the registry under HKLM\SOFTWARE\Rocket Software\UniVerse\CurrentVersion\UserPolicy. This can be set through the network services -> telnet part of XAdmin. Depending on how this is configured, non-admin users may or may not get a choice of where to connect.. from what you are showing I'm guessing this is set to just start in the users' home directory.
So either (a) your other users have local admin or (b) they connect to their home directories but have a script to move them or (c) they are set up in the UV.LOGINS file in the uv account. That can also be updated through network service -> telnet users in XAdmin (or just edited directly).

Trying to understand how the login process works on Windows when we use Accuterm and telnet to the Universe server.
One of our users gets this message:
Welcome to the Rocket U2 UniVerse Telnet Server.
Enter user name: hrs\BOB
Enter password:
This directory is not set up for uniVerse.
Would you like to set it up (Y/N)?
Our other users can login to the database just fine.
All users should be connecting to the single Universe directory we have on the server.
What directory is this BOB user trying to connect to?
How do we get this user to connect to the Universe directory?
