    WATCHLOG logs anything you do using the WATCH command, like WATCH  MAXUSERS. Here's from the D3 ref man:

    When running the watch command a data level is created to the WATCHLOG file in the DM account (where the PIB number running the command is the data level name). The results of the watch iterations (up to a maximum of 100) are logged to this data level.

    LOGOFFS is a file that keep track of who is logging off another PIB. This is in DICT LOGOFFS CONTROL. There is a "1" offset in this item, meaning that if you want to see who tried to logoff pib 3, you need to look at attribute 4. This is so you can have a record of who tried to logoff PIB 0. Example: PIB 47 is trying to logoff PIB 3. When the logoff starts, a "37" is put in attribute 4 of the DICT LOGOFFS CONTROL item so that nobody else can attempt to logoff that PIB while this logoff attempt is active. Once the logoff is completed successfully, attribute 4 is cleared. If for some reason PIB 37 aborts during the logoff attempt, attribute 4 will contain "37" until someone clears the CONTROL item manually. If you ever get the message "[535] Line specified is unavailable - try another.", that is why. So you just go to DM, ED DICT LOGOFFS CONTROL, remove the number from the appropriate attribute, file the item and try the logoff again.
