Okay, so it seems in my case the maximum width of a frm I can allocate dynamically via (newinstance) is 236 characters.
So, that was the reason for the original error.

Subject: Secondary Form attacted(not floating) to primary form when not wanted
It seems, if a secondary form has a large enough width if gets attached to the main form (meaning it does not float anymore).
It can be dragged and becomes a floating form... but this is an additional action.
What is wanted is that a secondary form is initialised as floating no matter what its width.
Is this a bug?
