I wish the report would tell me more about what this means when I attempt to promote a set of objects.  I looked for CM1751 in the knowledge base as well. What did I do wrong and where should I have found the answer.  The object is a new object and does not exist anywhere on the system. 

CMS1751 30 Object XXXX type *MODULE in library AAAA not promoted because of time stamps mismatch.

Hi David, 

It means you should compile the object (option 14) before promoting it (option 7). There is an option in the release to check the timestamp to see if the object is newer than the source before promoting it. Alternatively, you can turn this option off.

Jack, thanks for the quick response.  Now the second question is " where should I have found the answer."  I spent 10 years as a technical writer a while back. I know the importance of accessible, usable documentation.  For example a list of error codes--CMS1751--and what causes them. 
And, yes, that did the trick.
