Populate PDSTGTBL when processing S1 function, development driven stage like-other.

When building JCL for CA JCLCheck validation of like other (JCL components) it would be helpful to be able to access a list of other JCL components in the same and participating packages.  The CA JCLCheck remote validation requires creation of a control statement [SSPROC dsn(member)],.  PDSTGTBL provides this information when staging from the package member list (S2, package drivenstage like-other) but during S1, development driven stage like-other, processing the table is not available and contains unrelated information.
