Details:

We are looking at implementing CA-JCLCheck under Changeman. At first it appeared to be simple. However, we quickly learned that we need to consider programs, control card updates, cataloged procedures, etc. in the package along with the JCL or in a participating package. How do we include these components that are referenced in the jcl when they are not yet in baseline?
Do we make it simple by requiring users to baseline programs, control cards and cataloged procedures prior to staging a JCL component?
