Check during Checkout of Source Component if Member Exist in Another Library

I am running Change Man v5.6.1 and trying to find a way during checkout of a source component to see if member name's match the first 6 characters with the name in another library that contains the automated balancing procedure for that source. I would like to notify the user that there is an automated balancing procedure with the same name as the source and let them know they should verify whether it should be updated due to changes to the source member. If anyone has any ideas that they could share that would be appreciated.
