Have an admin option to force the display of the notification file

When the notification file is updated, the user will get a message 'NOTIFICATION UPDATED' on CMN@PRIM. We have changed the panel so that when the message appears, a .RESP=ENTER is forced to make sure people read the notification file.

It would be nice to have this as a buildin admin option that when the file is updated and people enter into ZMF the file is displayed.

    ENH303646 is delivered in ZMF 8.1.4. Please review the 8.1.4 Readme for an explanation of the implementation of this change. Review the section labeled "New Global Administration Option To Force Users To View Updates to the Global Notification File."
