Move EXIT 9 to a HLL exit

Included in ZMF 8.3 patch 1

Assembler is hard to find support for.  I would like to see this exit get moved/added to the HLLX environment.

    Hi Mike,

    Actually in a way this is already possible, We adapted the FREZ01XM service. When the package is frozen, depending on the package content we are adding approvers using the XML Service ApproverPkgCreate

    For other cases we are removing certain approvers using ApproverPkgDelete

    Always happy to elaborate on it
