We are a ZMF 5.5.2 shop. Users without Global admin authority are generating error messages to the TOP SECRET log because they do not have admin, global admin, local admin rights. Is there any way to suppress these messages?

Though we have CA/ACF2, we ran into the same problem. The solution is to turn off security violation logging in SERLCSEC. The line in the source code after turning off the logging looks like this:
