Then, I attempted to invoke it:
. sudo ls

sudo: unknown user ROOT
sudo: error initializing audit plugin sudoers_audit
IBMUSER:/local/rocket/miniconda>
What am I missing??

What version/build of sudo are you using? It's an old bug, and some builds of sudo had it.

Can you please provide the outputs of the following commands:
conda list
tsocmd "search class(USER) uid(0)"

To use sudo, the system must have ROOT or BPXROOT users (uid 0) configured. I don't see either one in the list you sent.

OK - tried this:
. adduser root omvs(uid(0))
IRR52174I Incorrect UID 0. This value is already in use by IBMUSER.
Now, I added the SHARED keyword:
. adduser root omvs(uid(0) shared)
The userid was added, ans "sudo" appears to be working.
