I downloaded openssl-1.0.2k_b004.170321.tar.gz untared one and found a lot of text files are ASCII encoded. For example all include (exclude zconf.h and openssl/opensslconf.h), mans and so on.

OpenSSL 1.0.2k for z/OS is now available on the Rocket Community portal.
The Rocket z/OS ports are now using IBM’s enhanced ASCII features. If you unpack as per the Unpacking Distributions post, using:
tar -xoUXf
the files will be correctly tagged.

I was guided by the README.ZOS from the openssl download page:

Hi Igor, Sorry for late reply. All our ports are moving to use z/OS enhanced ASCII and operate internally in ASCII. All of them will also work just fine with EBCDIC. So, it is normal and expected that the files, once unpacked will be encoded in ASCII.
