I am wondering if the ability to send keyword arguments into PyCallFunction/PyCallMethod is something being added into a future version of UV? Does anyone have any insight as to when something like this might be added?

Note that only strings/numbers and Python objects can be passed as an argument with the API.
That being said, there are ways to do what you describe, but it is more of your original example, and not Keyword Arguments.
In you last post you mentioned a function with the following signiture:
def python_email_func(to_addr, subject, body, *args, **kwargs):
The **kwargs is expecting a Python Dictionary
# mike.py:
import ast
def myfunc( a=1, b=2 ):
print(a, b)
def myfunc2( args ):
myfunc( **args )
def myfunc3( pdstr ):
parsed = ast.literal_eval(pdstr.rstrip())
myfunc( **parsed )
Calling the first function with no parameters uses the default
myfunc()
1 2
For myfunc2 we can pass in a python dictionaty
myargs = { 'a': 11 }
myfunc2(myargs)
11 2
And the myfunc3 takes the string reprsentation of the Python dictionar
myargs = "{ 'a': 123, 'b': 456 }"
myfunc3(myargs)
123 456
The basic Program KWTEST:
ModuleName = "mike"
FuncName = "myfunc"
PRINT "CALL WITH NO PARAMETERS"
*call the Python function
pyresult = PyCallFunction(ModuleName, FuncName)

MName = "builtins"
ClsName = "dict"
PRINT "Create the python dict object"
pymodule = PyImport(MName)
pydictcls = PyGetAttr(pymodule, ClsName)
pydict = PyCall(pydictcls)
pyresult = PyCallMethod(pydict, "__setitem__", "a", 11)
FuncName = "myfunc2"
pyresult = PyCallFunction(ModuleName, FuncName, pydict)

PRINT "send a string representation of the Python dict"
args = "{ 'b': 123, 'a': 456 }"
FuncName = "myfunc3"
pyresult = PyCallFunction(ModuleName, FuncName, args)
When you run it you get:

Create the python dict object
