Is the help file on a different computer/server?
Windows doesn't like that so much.
There was also a setting somewhere to allow CHM files to be opened over the network.
I'll have to see if I can still find it

Navigate to your uniface\\doc folder. Right mouse click on ulibrary.chm, select properties and under Security check tick 'Unblock' and Apply/Save.

Yes there is a Problem with "German" and "Japan" language.
Change language to German (or Japan)

Now press F1 again in the IDE-Editor.
This will result in "No results found".
Change language to "English" and the Information is shown.

That is a much more specific problem description ;)
There are other products in the portal that have translated libraries, hence the menu option. 
The Uniface library is only available in English currently.
