Can you start the License Adminstration Tool from the Micro Focus License Manager group on the Start menu? On Windows 11 search for License Adminstration from the Start icon. Is there a license installed?
Visual Studio 2022 is a 64-bit product and therefore requires the newer Autopass licensing instead of the older Safenet licensing which is only 32-bit. Autopass should have been installed and started automatically but there is a different format of license file that needs to be installed. Autopass license files have an extension of .xml.
If the Autopass Daemon service is not running then you can start it by navigating to Services and locating Micro Focus Autopass Daemon in the list and clicking on Restart.

Actually, I did some testing and it appears like the VC V8.0 for VS2022 should still work with the Safenet licensing. When you installed this product did you upgrade an existing VC product version on this system or did you remove the old version and License Manager first before installing the VC 8.0 product?
You may have to uninstall both the VC product and the License Manager (which appears separately in Control Panel) and then try reinstalling from the vcvs2022_80.exe installer so that it installs the latest version of both.

No, I performed a new clean install of VC 8.0 on a new PC with Win 11 Prof, with Visual Studion 2022 Prof, installed, previously I uninstalled the license on an old computer, I wrote down the 16 digit revocation key, which allowed me to install the VC 80 license on the new PC.

A couple more things to try...
Under Services ret restarting the Micro Focus CES Daemon as this is the Safenet daemon.
You might also try to turn off the Autopass licensing in the License Manager under Advanced Configuration and then click on the Change button next to Autopass and uncheck the box and click Save.

If neither of these works try rebooting the machine.
If it still doesn't work then perhaps it has something to do with the actual license you have installed and I can generate a temporary license for you just to test this out.
