I have a runtime license for 60 users, and would like to know if is to centralize the wrun32 in one place in the network and client computers upload it from that location without having to install the runtime computer by computer?

I'd suggest you look into thin client.

It will behave as you suggest, i.e. one central licensed installation with a very small client on the other side.

Loading the executable off the network work, however, with a more and more strict security regime from Microsoft, this is not so easy anymore as the later versions of XP and certainly Vista will complain about an executable being launched off a network drive. Depending on the network installation (OS, not acu), you may have to adjust the security settings on the individual machines.
This is strictly a Microsoft "feature" and is not caused by Acu products.
