Per your support case (opened by Liz), the current functionality requires ‘standard’ API Token(vs ‘APIToken with scopes’).  We’re reviewing that token option for the v11.2 release functionality.

I've requested the lab expand on the description of the functionality and the Install and Admin/User Guide requirements to use a 'full access' token. 

AFAIK, the requirement is due to the nature of the updates made during configuration (vs workflow).  As we only defined one user/token, we need to ensure the profile has authority for the configuration updates.
