Hi, I am facing the issue when closing the app and debugger that I got this message: 

8341 Saving configuration file to disk failed.

Explanation

The debugger's preferences file UDBG.CNF (usually found in the working directory) could not be created or updated. --- I have it in the working folder. 

Possible causes: the file has been locked by another application, or insufficient user rights to perform this action. -- how can I specify if it is locked by another app? Or wich user rights should I check?

any idea how to fix this?

Are there any additional error messages in the message frame of the Debugger? You can open it by pressing Ctrl+M or Gold+M. It might contain some additional info that could be useful to determine what is going wrong here.
