I've had a careful look (as opposed to a man look) on the wishes list screen, and I can't see a method of adding a new one any more (ISTR it used to be a 'fly-in' button on the right-hand side). 

I've gotten through to Jira direct, and there's a Create button, but that only allows for the support desk project, (USL?) not the wishes (UNP). 

Please let us know when we can add wishes again.

Peter just suggested on another post that we create a wish for control of formatting in the proc editor. 

Unfortunately, I still can't seem to create a wish at all, for anything. It does at least appear to have stopped giving an error and does display the wishes, but there's no add option I can see.
