Uniface license problem

Hi, we have a 2 user uniface developer license but the problem is only one person can open the IDF at a time. If a second user attempts to they get a 'License not available' error. If I run 'lmutil lmstat -A' It indicates that one license is in use when in fact there is no-one using the IDF. Would anyone have any idea why this is? I have restarted the license server but makes no difference.
