Why not use the whole 9.4 database and just replace UnifAce? So far, I didn't found any problems doing so :-)

Juste like any relationship in Facebook : "It's complicated" 
But to make it short, my current 9.4 is using a very old Sybase driver and my 9.6 is using the brand new Sybase driver thuss, I have to migrate everything so my database structures is compatible with the newer driver.

What you did should work. Have a look in your log files to see how may records were copied from UMEMBER, UPERMIT, USCUT, USUBJ, USYSPRF, UUSRPRF ? Maybe the export went wrong, or maybe the import?
