Unidata 8.3.1 version new install Windows 2022 Phantom error

Hi,

Recently upgraded a site to Unidata 8.3.1 on Win Server 2022.

Tried running Phantom LISTUSER at ECL

Failed to start PHANTOM.
Phantom execution failed.

checked permissions user has full control

What trouble shooting can anyone recommend.
