The AcuCobol source program appears to compile but there is no runtime object program created

RESOLUTION

The problem in this case was that the compiler license (ccbl32.alc) had the 'Restricted Compiler' license set on.

Creating a new compiler license with the 'Restricted Compiler' setting 'set off' resolves the issue
