we want to make a help file and every program to link in specific part o the help file. I read that windows help processor can me useful in conjuction with the W$HELP command and Help ID but i dont know where i can find the Help Processor and how to create this help file(.hlp file)

We haven't created/updated help files in a few years, but when we last did, we used "HelpMaker".  It is a free program that will create older Microsoft Help files (.hlp) as well as the current HTML Help files.
