We would like to open a PDF file in the program and extract an attachment (in this case, an XML file) from this PDF file.
Is there a way to do this?

Sorry, but I know of no way to do this with the usual standard library routines (C$PDF). It may be possible by understanding the format of PDF files and doing the work yourself. But that is beyond my personal knowledge.
