I assume you are closing the print file?
This may be a quirk of the printer driver. One possible way to work around this might be to write a separate COBOL program, and call it with a new runtime. When that runtime shuts down (at the end of printing), it should release the spooler. Of course, just closing the print file should also release the spooler, so this seems like a last resort. And since this seems specific to a single printer, submitting a bug report to Rocket may not get a lot of traction, since we wouldn't be able to reproduce the bug.
