Are JOURNAL files classified as stale at any point?

Resolution:

Yes. A JOURNAL file is classified as stale (and will be deleted by the JOURNAL implementation) when all the persistent records within the file are considered "dealt with", i.e. the events have either been delivered successfully, timed out, destroyed (because of consumer disconnection), or acknowledged by some other mechanism within the Notification Service.
