Problem:

Getting license error "Unable to locate or read license [Borland Enterprise Server License error[1023]: Sanctuary Initiation Error"

Resolution

There could be several causes for the error. Usually Visibroker appends additional details about the error which help to determine the root cause. Some common errors and their solutions are:

Licensing storage {0} cannot be written.(7008)

The reason for this error is that the user account used to install VisiBroker may not have read/write permission on his home directory. User should have write permission into the "var" and "license" folder (and the files within) in the VB installation directory.
If the user account does not have write permission into either the "var" folder or the "license" folder of the VB installation, then the write permissions for these folders and the files within need to be enabled.

License storage /<VISIBROKERDIR>/var/borland.lic is corrupted, licensing data cannot be recovered.

The license files were corrupted. Remove and backup the current license related files (borland.lic, borland.pkg) from the var/ directory and reload the activation file.

com.borland.sanctuary.c6.SanctException: Missing program files.(5001)

Attempt to run a VisiBroker's application with classpath that does not contain required VisiBroker's jar files. Set correct jar files in classpath will solve the issue.
