Optimizations included as part of CR 5734 to limit borland.lic file from being updated when a Server process starts up are as under:
- If temporary/and or trial keys are in use then save will take place.
- If a license key has upgraded from trial/temporary to permanent, then a save will take place.
- If only permanent, or enterprise keys are used a save will not take place.
