Enhancement 29121 - VBE 5.x - Naming Service should reconnect to database

Problem

If the backend database listener process goes down or the database itself goes down, and is restored, the naming service does not re-establish the connection to the database.The naming service has to be stopped and restarted again to re-connect to the database.In a production environment, the naming service should automatically re-establish the connection to the database.
