Orbix services can be replicated (i.e. transparently run multiple instances) in order to provide fail over. Orbix services which need to access persistent data (such as Orbix locator, configuration repository, naming service, etc.) use the persistent state service (PSS) CORBA service. The persistent state service provides the ability to create replicated databases. This facility can be used to make persistent data more highly available. The persistent state service implements a simple replication model where there is one master that allows both read and write access to data and many slaves that provide read-only access to the data. | Cause |
This error is received if the master replica of the naming service is not available and a slave replica fails to delegate the update operation (create new context) to the master replica. This is usually a temporary situation, given that the remaining slave replicas start the election of a new master. During the election process and as long as a new master is not available any updates will fail with the error above. |

Ensure to retry the update operation to the naming service until it succeeds.
