Generally speaking, a persistent storage mechanism used with databases must either really commit changes to stable media before reporting back to the application that the change has been written, or if it does any form of write caching, it must be prepared to deal with any possible failure that may prevent cached writes from reaching stable media.

Berkeley’s docs have the following to say about this:
http://download.oracle.com/docs/cd/E17076_02/html/gsg_txn/C/sysfailure.html
http://download.oracle.com/docs/cd/E17076_02/html/programmer_reference/program_cache.html
and in both cases they advocate for disabling of write caches.

As far as tuning of Windows for running a database on top of it, MS itself recommends the following for SQL Server http://support.microsoft.com/kb/234656/ .
Again, it says "Disk caching should be disabled in order to use the drive with SQL Server
