You have encountered the below error during booting the Visibroker:

Resolution

The error typically caused by invoking VisiBroker"s application by a user belongs to user/group who has no write permission on the directory of the borland.lic file.In this case, however, the user has write permission.

The cause is due to lack of inode in the file system. After removing the unused files in the file system, the issue is resolved.
