Compiling WSDL file with wsdltocpp fails with: Licensing failed for 'design_tools'.

Defect/Enhancement Number
Cause The error indicates a missing or invalid license for the design tools in Artix.
Resolution Ensure the licenses.txt file (stored usually in the etc directory of the Artix installation contains a line for the design tools:

... pid="artix50_developer" aid="Artix" fid="design_tools" ...

If runtime and development licenses have been provided separately, copy the contents of both files into one licenses.txt file.

Also ensure that the Artix environment has been set up properly through the the artix_env script. If this is the case IT_PRODUCT_DIR will point to the Artix installation and IT_LICENSE_FILE will point to the location of the license file.
