BES VisiBroker Edition Patch 3 needs to be applied to BES AppServer Edition to fix the naming service. Please contact Micro Focus Customer Care SupportLine for the download. 

After applying the patch, add property

vbroker.serverManager.name

This needs to match the jns.name, and the server which it is in the serverNames list in vbroker.properties.
