Summary Orbix services fail to restart after stopping them

Question/Problem Description Orbix is restarted every day at 6:30 in the morning. In some case the restart fails.
Clarifying Information
Error Message Only in customer machine.
Defect/Enhancement Number
Cause The error is related to of a race condition between the actual stopping of services and restarting these same services. The TCP ports are not completely released before the services are restarted..

Resolution In order for the resources (such as TCP ports) are released before Orbix services restarts, A possible solution is to add a sleep time between the stopping and starting of Orbix services. This gives the operating system a couple of seconds to release TCP/IP ports after a process is stopped.
Workaround Orbix restart fixes the problem.
