| Cause | The error is related to of a race condition between the actual stopping of services and restarting these same services. The TCP ports are not completely released before the services are restarted.. | 
| Resolution | In order for the resources (such as TCP ports) are released before Orbix services restarts, A possible solution is to add a sleep time between the stopping and starting of Orbix services. This gives the operating system a couple of seconds to release TCP/IP ports after a process is stopped. | 
| Workaround | Orbix restart fixes the problem. |
