Solution:

When the Notification Service re-starts it:

1. Re-activates all persistent objects

All the persistent objects are read from the persistent store and restored. These are the event channel factory, all channels, admins, proxies and filters.

2. Re-delivers outstanding persistent events

The Notification Service will attempt to deliver any undelivered persistent events.
