Resolution:

The JOURNAL implementation is only concerned with the persistent storage of events within the file system.

The JOURNAL files will reflect the persistent state of the events within the service's queues, if these are full of events then the service must also be full of events, and for the service to be full of events there must be a reason. The most likely cause is a slow consumer.
