Both users have sys1 level set.

No idea about the error. This is the kind of thing for which a case should be opened.

[82] in program "unix_GetUserLogonMode", Your system privilege level is not sufficient for this statement.
This is used by verbs PASSWORD and Z for instance. With these verbs it requires SYS2 privilege.
