163 error - moving leading-space data to a numeric field

Problem:

Mainframe code fails in MFE

user is moving a 2-byte alpha to a numeric field.  x'40F9'

Mainframe treats the space as a zero.

Resolution:

The directive that cures this is SIGN-FIXUP.
