ALIGN"4 OPT" seems mutually exclusive with IBMCOMP when using DIALECT"ENTCOBOL"

Set DIALECT"ENTCOBOL enables these two directives:

ALIGN"4 OPT"

IBMCOMP 

However, the description for IBMCOMP is that it "sets ALIGN"8 OPT" immediately".

I'm wondering why are both directives present and which one takes precedence?
