Problem:
These errors occurred when trying to authorize or install the Studio Enterprise Edition (Studio EE) license on to the Windows platform:
Error[5]: Cannot talk to the license server on host "127.0.0.1". Server may not

Resolution:
Start up the License Management System and click on the 'Licenses' tab to ensure the Studio EE license is displayed.
1) If not, back up the lservrc.stn and lservrc.net files, and then remove the contents from these lservrc.* files.
To find out where these files are located on the machine, on the 'Micro Focus Licensing System Administration'
window, select the 'Options' menu and select 'Advanced Configuration'. The "License server file" and the
"Standalone license file" fields will point to where these files are located.
By default these files are located in
C:\\ProgramData\\Micro Focus for Windows Vista/Windows Server 2008/Windows 7 machines
or
C:\\Documents and Settings\\All Users\\Application Data\\Micro Focus for Windows XP machines
2) Then start up the License Management System again
3) Click on 'Options' menu and select 'Manual Authorization'. Use the manual authorization option to paste in
the license strings for Studio EE.
4) Don’t leave an extra line/carriage return between each license string. Then click on “Install Licenses” button.
5) Once installed, click on the 'Licenses' tab to ensure the product license is displayed. If it is not, click on the
"Refresh" button.
6) If the Studio EE license is still not displayed in the 'Licenses' tab, then reboot the machine.
7) If after rebooting, the Studio EE license is still not displayed in the 'Licenses' tab, then open the Control Panel,
click on Administrative Tools and click on Services. Check to see if the 'Micro Focus CES daemon' and the
'Sentinel RMS License Manager' services are started or not. If not, then start them up. They should be automatically
started at boot time.
8) Check the 'Licenses' tab again.
