This article explains that using casstart32 will help when starting Enterprise Server from the commandline.

Problem:

We are configuring a server and it can be started without a problem from the Enterprise Server administration panel. However, if trying to start it via the commandline, “casstart”, the server terminates with the following error message: CASSI9011S Active and server configured working modes do not match.

Resolution:

Try casstart32 not just casstart and you will be able to start the Enterprise Server form the commandline also.
