CICS PCT table install error rc=22 - what does this mean?

Netexpress / server enterprise v6.0.11063 OS: XP server 2003
we run 2 regions on one server and only have one server to handle microfocus.

Problem:
We have our own CESN program. When I try to add the PCT entry to the PCT the "APPLY" works ok and I get "successful" update. When I try to install I get an error=> install error rc=22.

THis install error I am getting on othere tables as well.
Any thoughts??
There are no problems with the other region (Prod), just this one region(Test).

Please copy and paste the exact error message you're seeing.

Are there any relevant messages in the console log?

How are you doing the install? Are you using the ESMAC GUI, or the CINS transaction, or something else?

for clicking "APPLY" the message is:
Message: Update successful

for clicking "INSTALL" the message is:
Message: Install failed, RC = 22

How am I installing this?
I am change the "resources" option to "BY GROUPS".
I click on the "GROUPS" button.
I click on "DETAILS" button for my test group which has the CESN PCT entry.
I click on "DETAILS" button for my CESN PCT entry.
I click "APPLY" button and I get message #1 above.
I click on "INSTALL" button and I get message #2 above.

This error occurs for the different entries and groups that I have tried eg PPT, and DCT.
There are no other error messages, not console log, not ES log not CS log, nor the events logs that I can see.

Thanks to Nicholas. The culprit turned out to be a duplicate entry in another cics table. Once I removed the duplicate entry and bounced the region. I was able to update and install a cics table entry.
