"Could not load a transcoding service" running MFDS on Solaris

Problem

Get the error message "Could not load a transcoding service" when attempting to run 'mfds -m' on Solaris

Resolution

This is an Xerces error

Set the LC_ALL environment variable to resolve this

eg: set LC_ALL=en_US.UTF-8
