Resolution:

When Micro Focus schedules a new release or WrapPack, we look to see which platforms the Relational Database (RDBMS) vendors support COBOL applications. Micro Focus tries to ensure that we provide Cobsql and DB2 ECM on platforms the RDBMS vendor’s support. Subsequently, vendors may add supported platforms. This is the reason why there can be an incompatibility between what Micro Focus provides and what RDBMS vendors support. At the time Micro Focus release Server Express v5.1 WP5 and Studio Enterprise Edition v6.0, IBM did not support 64-bit DB2 running RedHat x86_64. Micro Focus is planning on scheduling support for 64-bit DB2 on RedHat. In the interim since this is supported via IBM, it is possible to build applications without the DB2 ECM, using the documentation and sample build scripts provided by IBM.
