Problem:

Using MFA Drag & Drop, does the Changeman status=active signify that the package has been compiled or not?  

Resolution:

A component is active if it has not only been Checked out to a package, but has also been modified and "Staged" back into the package.  It is therefore not eligible to be modified by another programmer in another package.

Remember, the Package will hold all changes in isolation until Change Control can "promote" that package back into the next version of the Baseline (There are also advanced options for other Packages to request "hidden" versions or back-level Baseline source components).
