Dynamic PDS does not allow ASCII and EBCDIC access

Problem:

The key here is to use a PDS defined as:

DSORG=PO, RECFM=LSEQ, LRECL=0

This allows one to use members that are ASCII in format ,but are translated to EBCDIC if a COBOL

program OPENs the file.
