Enterprise Developer 2.3.2 install fails claiming falsely that an Enterprise Server region is running

Problem:

Trying to install Enterprise Developer 2.3.2 for Visual Studio on a machine with 2.3.1 HF5 for both VS 2015 and Eclipse.

As per the installation instructions, the MFDS service was stopped and uninstalled. However, the install script fails, falsely claiming to have detected a running Enterprise Server region.
It can be seen from the logs that the script is executing 'mfds -a 1'.
If this is run from the command line, it does indeed return 1 even when there are zero instances are started. The log says:
CustomAction CA_Call_MFDS returned actual error code 1603

Solution:

If you’re upgrading from an older version of Visual Cobol/Enterprise Developer or installing a Hot Fix, this section of the install documentation is not relevant (as the installer can cope).

The instructions for stopping/starting the MFDS service were originally for users who are installing Visual Cobol/Enterprise Developer alongside an older product such as Net Express/Server Express or Studio.
The Visual Cobol/Enterprise Developer installer does not know about ‘other’ products and so a service such as MFDS (which is included in all products) must be ‘removed’ first.

The documentation will correctly reflect this difference from 3.0 onwards.

You do not see the message if MFDS is already installed and running at the time of the software upgrade.
